New CAPR 52-16 in Effect

The new CAPR 52-16 (Cadet Program Management) goes into effect on 1 October.

There are several important changes:

1. Two-Month Rule for Cadet Progression - This new rule simplifies progression by standardizing the time-in-grade requirement at 2 months between achievements and milestone awards, except the Spaatz.

2. Moral Leadership - New cadets must attend a forum on the Core Values before participating in another moral leadership forum and earning the Curry Achievement. Cadets only need to attend at least one ML forum per achievement. Cadets are no longer required to serve as recorders and discussion leaders.

3. Mitchell & Earhart Exams - There are new exams. Each are split into two separate timed tests; leadership and aerospace. Only the test failed needs to be retaken to pass.

4. Mentoring - Credit for mentoring and instructing for any aspect of the Cadet Program, not just aerospace.

5. Leadership Expectations - The new regulation includes a new chart to assist when mentoring cadets. A new CAPF 50 is now a series of four forms, one for each phase in the Cadet Program.
